For over 30 years, Shepard has earned a national reputation for providing assistance to public affairs clients and political campaigns.
Shepard’s current and past clients include county supervisors, district attorneys, sheriffs, mayors, council members and dozens of other local elected officials. Among his many successful ballot measure campaigns are Prop. C for San Diego’s downtown Ballpark District, Prop. A for expansion of the city’s bayfront Convention Center, Prop. D for approval of Carlsbad’s Legoland amusement park, and numerous land use-related campaigns throughout the state of California.
Honored as Alumnus of the Year by his alma mater, the University of California San Diego, Shepard served as Mayor of the City of Del Mar, and currently serves as Chairman of the Board of the American Association of Political Consultants. He previously served on the Board of Directors of the San Diego Museum of Photographic Arts and the La Jolla Playhouse. He was recognized as a national “Mover & Shaker” by Campaigns & Elections magazine, and is a frequent contributor to various political publications.
Candace Shepard

Shepard serves as CFO for Tom Shepard & Associates, Inc. and Public Policy Strategies, Inc. and manages both companies’ business operations. She has a background in computer services and finance, with over 25 years of computer engineering and project management experience.
Shepard worked in the aerospace industry (Lockheed Space Operations and Martin Marietta Corporation) during the Space Shuttle years at Vandenberg Air Force Base.
Shepard also worked in the public utilities industry as a sub contractor for Pacific Gas and Electric – San Luis Obispo, in computer services for large-scale software development projects. After transferring to the San Francisco office, she was responsible for developing computer-related courses, training PG&E employees and coordinating support services.
Aimee Remanick

Remanick is responsible for managing the day-to-day activities for a variety of public and private sector clients. Remanick facilitates communications programs, which include government, community and media relations, strategic planning, and implementation of special events. Remanick has supervised numerous winning campaigns, including San Diego Mayor Jerry Sanders, San Diego County Supervisors Greg Cox, Bill Horn, Dianne Jacob, Ron Roberts and Pam Slater, Riverside County Supervisors Marion Ashley and Bob Buster, and Riverside Mayor Ron Loveridge, as well as Former San Diego Mayor Susan Golding, Former San Diego City Council members Scott Peters and Brian Maienschein, and Former Riverside County Sheriffs Bob Doyle and Larry Smith.
Prior to joining TS&A, Remanick was a senior campaign coordinator with Campaign Strategies, a division of Stoorza Communications and was a campaign consultant with The Primacy Group, where she managed numerous campaigns as well as assisting in local fundraising for Senator Dianne Feinstein. Remanick is a member of the American Association of Political Consultants and holds an undergraduate degree in Journalism from San Diego State University.
Michelle Bourgeot
Executive Assistant to the CFO
Michelle Bourgeot is the Executive Assistant. She is responsible for making sure the office runs as effectively and efficiently as possible. She oversees accounting, human resources, and office administration with dedication and integrity. Bourgeot joined Tom Shepard & Associates, Inc. in 2006 and has taken on increasing responsibilities at the company. Bourgeot is passionate and uniquely qualified to run and maintain the offices of TS&A. Bourgeot obtained her Associates Degree in Accounting and holds a Bachelors in Criminal Justice with a minor in Sociology from San Jose State University (cum laude).
