Over the past three decades, Shepard has earned a national reputation for providing assistance to public affairs clients and political campaigns.
Shepard’s current and past clients include San Diego Mayor Jerry Sanders, a majority of the San Diego and Riverside County Boards of Supervisors, along with sheriffs, district attorneys, mayors, council members and other elected officials from throughout Southern California. Among his many successful ballot measures are campaigns for San Diego’s downtown Ballpark District, development and expansion of the city’s bay front Convention Center, approval of Carlsbad’s Legoland amusement park, and defeat of no-growth initiatives throughout California.
Honored as Alumnus of the Year by his alma mater, the University of California at San Diego, Shepard formerly served as mayor of the City of Del Mar, and currently serves on the Board of Directors of the American Association of Political Consultants and and the San Diego Museum of Photographic Arts. He was recognized as a national “Mover & Shaker” by Campaigns & Elections magazine, and is a frequent contributor to various political publications.
CANDACE SHEPARD
Chief Financial Officer
Shepard serves as CFO for Tom Shepard & Associates, Inc. and Public Policy Strategies, Inc. and manages both companies’ business operations. She has a broad background in computer services and finance, with over 20 years of computer engineering and project management experience.
Shepard managed large-scale software development projects in the aerospace industry (Lockheed Space Operations and Martin Marietta Corporation). She has also coordinated support services and was responsible for coordination and training of computer-related courses for the public utilities industry (Pacific Gas and Electric), analyzing user requests to determine appropriate hardware and software needs, performing configuration management to ensure software baselines were maintained, and was responsible for managing a $5 million capital and expense budget.
Shepard graduated from San Jose State University.
AIMEE REMANICK
Director
Remanick is responsible for managing the day-to-day activities for a variety of public and private sector clients. Remanick handles communications programs, which include government, community and media relations, strategic planning, and implementation of special events.
Remanick has supervised numerous winning campaigns, including San Diego City Councilmembers Scott Peters and Brian Maienschein, San Diego County Supervisors Ron Roberts and Bill Horn, Riverside County Supervisors Tom Mullen and Bob Buster, and Riverside County Sheriff Larry Smith, as well as Former Congressman Brian Bilbray and Former San Diego Mayor Susan Golding.
Prior to joining TS&A, Remanick was a senior campaign coordinator with Campaign Strategies, a division of Stoorza Communications and was a campaign consultant with The Primacy Group, where she managed numerous campaigns as well as assisting in local fundraising for Senator Dianne Feinstein. Remanick is a member of the American Association of Political Consultants and holds an undergraduate degree in Journalism from San Diego State University.
JEFF POWELL
Campaign Coordinator
Powell is responsible for assisting in management of day-to-day activities TS&A's public and private sector clients. Powell is currently working on several local campaigns, including No on O in San Marcos, No on Q in Chula Vista, and Farrah Douglas for City Council in Carlsbad, Ca.
Prior to joining Tom Shepard and Associates, Powell served as the Campaign Manager of the successful No on E campaign in Chula Vista. He served five years in the United States Military from 2003 to 2008. Powell received his undergraduate degree in political science from William Jewell College in Liberty, Missouri.
